Voting System & Governance
PiggyVerse operates as a decentralized autonomous organization (DAO) where Piggies participate in governance through a transparent voting system.
Governance Scope: This document describes how governance is currently conducted. It is subordinate to the PiggyVerse Constitution and may evolve over time through approved governance proposals, provided they do not violate the Constitution.
Overview
The current governance system ensures that all stakeholders have a voice in shaping the future of PiggyVerse while maintaining the stability and integrity established by our Constitution.
All governance proposals are subject to a minimum 7-day voting period to ensure adequate time for community review and deliberation.
Founding Piggies and Elders Council
Founding Piggies are early Piggies recognized for their contribution to the creation and initial governance of PiggyVerse.
The Piggies Elders Council consists of Founding Piggies working alongside Poiki and is responsible for:
- Proposing and approving initial clans
- Establishing early governance structures
- Ratifying foundational documents
- Stewarding the early stages of PiggyVerse development
Important: The Elders Council serves as stewards during the formation period. Their role and composition may evolve through governance proposals as PiggyVerse matures.
Clan Formation: No clans exist by default in PiggyVerse. All clans must be created through proposal and approval by the Elders Council (Founding Piggies + Poiki) or subsequent governance processes.
Voting Power Distribution
Voting power in PiggyVerse is determined by multiple factors to ensure fair representation:
Voting Power Sources
Voting power may be derived from various mechanisms:
- Participation points - Recognition for active contribution
- Tokens (PIGGY) - Token-based voting weight
- Reputation systems - Earned credibility through engagement
- Clan-weighted mechanisms - Multipliers based on clan participation
The exact implementation and weighting of these sources may evolve through governance proposals.
Base Voting Power
Piggies receive voting power based on their PIGGY token holdings:
- 1 PIGGY token = 1 vote (for standard proposals)
- Quadratic voting applies to certain high-impact decisions
- Delegated voting is permitted with transparent delegation tracking
Clan Multipliers
Clan membership provides additional voting weight based on contribution and participation:
- Active contributor: 1.1x multiplier
- Clan leader: 1.2x multiplier
- Multi-clan Piggy: Cumulative bonuses capped at 1.5x
These multipliers reward engaged Piggies while preventing excessive centralization.
Constitutional Safeguards
Poiki maintains 1,000,000 votes as a constitutional safeguard, existing outside the standard governance system. This power is reserved exclusively for:
- Blocking proposals that violate the Constitution
- Preventing malicious governance attacks
- Protecting minority rights
This power is not counted in routine voting math, quorum calculations, or proposal scoring. It functions solely as a constitutional veto mechanism.
Historical usage: 0 vetoes to date. This power exists as a deterrent, not a tool for regular use.
Proposal Types
Different types of proposals require different voting thresholds:
Standard Proposals
Includes:
- Feature requests
- Minor budget allocations (<10k PIGGY)
- Community initiatives
- Content guidelines
Voting Period: 7 days
Quorum: 5% of active voters
Major Proposals
Includes:
- Major feature changes
- Large budget allocations (10k-100k PIGGY)
- Clan policy changes
- Partnership agreements
Voting Period: 14 days
Quorum: 15% of active voters
Constitutional Amendments
Includes:
- Changes to the Constitution
- Fundamental governance changes
- Core value modifications
Voting Period: 30 days
Quorum: 25% of active voters
Additional Requirement: Poiki approval
Proposal Submission Process
The current governance process for submitting proposals follows these steps:

Voting Best Practices
We encourage all Piggies to:
- Read proposals thoroughly before voting
- Engage in discussion to understand implications
- Consider minority perspectives and edge cases
- Vote based on merit, not tribalism
- Delegate responsibly if unable to participate actively
Delegation System
Piggies may currently delegate their voting power to trusted representatives:
- Transparent delegation: All delegations are publicly visible
- Revocable anytime: Delegators can reclaim power instantly
- Topic-based delegation: Delegate different topics to different representatives
- Delegate diversity bonus: Delegates with diverse delegators get credibility boost
Emergency Procedures
In cases of critical security issues or existential threats:
- Fast-track voting: 24-48 hour voting period
- Higher quorum required: 30% of active voters
- Multi-sig execution: Requires 5 of 7 core team signatures
- Poiki override available: To prevent malicious emergency abuse
Dispute Resolution Process
The current governance framework handles conflicts and disputes through a transparent, escalating resolution process:
Tier 1: Clan-Level Mediation
For internal clan matters, disputes are first handled within the clan:
- Clan leaders or designated mediators facilitate discussion
- Aim for consensus within 7 days
- Document outcomes in clan records
Tier 2: Community Arbitration
For inter-clan disputes or unresolved Tier 1 matters:
- Neutral community arbitrators are selected
- Both parties present their case in a public forum
- Community vote determines outcome (simple majority)
- Resolution timeline: 14 days
Tier 3: Constitutional Review
For matters involving constitutional interpretation:
- Governance committee reviews the dispute
- Public deliberation period (21 days)
- Requires supermajority (67%) to overturn existing interpretation
- Becomes precedent for future cases
Tier 4: Poiki Intervention
Reserved only for existential threats or deadlocked constitutional crises:
- All other tiers must be exhausted first
- Community petition required (10% of active Piggies)
- Poiki provides binding determination
- Subject to constitutional constraints
All dispute proceedings must be documented and made publicly available for transparency.
Treasury Expenditure Thresholds
The current governance framework defines the following thresholds for treasury spending:
- Under 10,000 PIGGY: Clan or committee discretion (with transparency)
- 10,000 - 100,000 PIGGY: Requires standard proposal approval (51% majority)
- Over 100,000 PIGGY: Requires supermajority approval (67%)
- Over 1,000,000 PIGGY: Requires supermajority + extended deliberation (30 days)
